Bug fixes
Fix for alternate aim minimum spread not applying.
Fix for Unstable Core being affected by loadout swap Core penalty.
Fix for Hangar target bots not spawning if Simulation run with count set to 0.
Fix for preset loadouts getting weapon mods removed online.
Changes and additions
Relaxed the server/client time offset threshold for denying player damage / impacts to allow for fluctuating connections (will still prevent fully desynced players).
Connection info on HUD update rate increased and also includes the time offset between client and server.
Target painting slight change as it came up in discussion recently. More active, plus helps with the planned future uses. (applies to all sources).
Gives Target painter more of a use now T-lock is gone.
Only paints targets near crosshair (doesn't require aim).
While crosshair is near a painted target : Reduces hip fire spread + spread gain by 35%, alternate aim spread + spread gain by 25%.
Being disabled will remove target painting bonuses.
Target painter and Overseer have been adjusted to accommodate these changes.
