You can now construct the Hanlin Academy to accelerate academic technology research.
Implemented the Appointment Edict, used to activate the appointment of Hanlin Academicians.
Implemented"Broad Appointments within the Ranks"and"General Appointments within the Ranks"to increase the quota of honorary official ranks and enhance bureaucratic governing power.

Optimizations, Adjustments, and Fixes

Fixed the bug where policy drafting at Yanying Hall did not advance the time period.
Fixed the bug where grain transfer was not possible.
Temporarily disabled"Generous Giving, Meager Receiving"in the academic technology tree (as it has not yet been fully implemented).
