This is a big one. Five major new systems turn World Order into a far deeper government simulator — you now shape who owns the economy, rewrite the constitution itself, design a real tax model, build a living stock market, and govern alongside a legislature that proposes its own laws. Plus a fix for the achievement-screen crash some of you reported. Everything below is new since the last update.
STRATEGIC OWNERSHIP — Nationalize & Privatize - New Strategic Ownership screen under Economy across 14 strategic sectors plus flagship companies. - 13 actions: nationalize (full/partial), buy minority stakes, create state enterprises, golden shares, emergency control, expropriate, privatize/IPO, sell stakes, concessions, public-private partnerships, deregulate. - Constitutional and legal gating by regime; full impact preview before every action. - Anti-exploit: valuation drift, asset cooldowns and capped proceeds — no money loop. - Ownership laws, dynamic events, and AI governments making their own moves.
CONSTITUTION & AMENDMENTS — The Legal Operating System - New Constitution screen under Government with 25 constitutional dimensions and a derived government model. - 24 articles and an Amendment Center with 18 amendment categories, each strengthenable or weakenable. - Realistic approval paths by regime (debate, legislative supermajority, referendum, court review, regional ratification) — amendments can fail at any stage. - Full preview with chance of passage, costs, effects, risks and a Democratic-strengthening / Authoritarian-drift badge. - The constitution actively constrains play: strong property rights block uncompensated nationalization, emergency limits prevent indefinite emergency rule, central-bank independence restricts monetary control, federalism limits central power. - Constitutional crises and AI constitutional reform abroad. Amendments cost time and fatigue; referendums are not guaranteed wins.
DYNAMIC TAX SYSTEM — Taxation as Strategy - New Tax screen under Economy with 10 one-click tax-model presets that explain who benefits and who pays. - 13 rate levers and 13 tax laws via a reform pipeline with implementation time and full previews (revenue, GDP, inflation, inequality, sector winners/losers, investor confidence, migration, approval, evasion and international risk). - Tax administration and enforcement raise revenue without raising rates. - Wealth-attraction regimes, international tax competition, blacklist risk, tariff retaliation, global-minimum-tax compliance. - Anti-exploit: tax fatigue, evasion and capital flight, administrative-capacity limits.
CAPITAL MARKETS — A Living Stock Exchange - New Markets screen under Economy: a national index plus banking, tech, energy, industrial and small-cap sub-indexes that move with the economy. - Listed companies with prices, market cap, ownership mix, governance and scandal risk; monthly top gainers and losers. - An IPO pipeline integrated with privatization — float private or state-owned companies and choose how to use the proceeds. - 11 market laws and crisis actions (provide liquidity, ban short-selling, capital controls, and more); market crises (crashes, sell-offs, fraud, bubbles). - A Financial Hub strategy to grow into a global market. - Anti-exploit: IPO discounts, a finite pipeline, and bubble/crash-risk mechanics — no infinite-money or unrealistic-growth exploits.
GOVERNMENT & LEGISLATURE — A Government That Governs - New Government & Legislature screen: ministers, parties, legislators, governors, the court, the military, the central bank and interest groups propose their own laws. - Each proposal shows sponsor, rationale, support vs. opposition, benefits, risks, costs and a recommended action. - Sign, veto or return proposals, with government-model override rules. - Publish up to three Head-of-State priorities to steer what your government proposes. - Three modes — Manual, Assisted, Delegated — so you never get overwhelmed. - Cabinet agenda with conflicting minister recommendations, plus political events (gridlock, resignations, coalition collapse, no-confidence votes, scandals, bipartisan breakthroughs).
BUG FIXES - Fixed the achievement screen opening to a blank gray screen with no way out. The screen relied on code that was being left out of the packaged game, so it failed to load; that code now ships correctly and the screen works as intended. Thanks to everyone who reported it.
All five systems are fully integrated with the existing economy, budget, constitution, cabinet, parties, public opinion, corruption and reporting systems, and every one is covered by the game's automated test suite.
