Improved spell cast logic

Lightningbolt cooldown only triggers if it hits a target (doesn't trigger if you cast it in the sky or at a target too far away to hit). -If only its cast and particles played, then the target is too far.

If nothing played after saying "Lightning Bolt", then the speech recognition system didn't recognize what it heard as "Lightning Bolt". -Now players can tell when they need to say the spell again or get closer to target. Less ambiguity = better understanding and experience.
