This is a small patch release to improve the following areas: Change List:
Balance - new game capital cities start with stored materials
Bug Fix - workers moving after road/highway build when blocked
Feature - city 'Claim Tile'
Feature/Automation - city Rally Points, Auto-Rally order
Feature/Automation - Auto-Build Road, Auto-Build Highway orders
UI - 'Worker Order Completed' notification
UI - 'Raw Materials Shortage' city effect
UI - 'Fog Of War Darkness' option
UI - added orders/auto-orders to map tooltip
UI - various info/tooltip and visual improvements
