Fix for preset loadouts being cleared if the items are not yet unlocked.
Changes and additions
Offline mode custom loadouts are now fully unlocked, without limitations, so players can try everything out even if unprogressed (temporary solution until a firing range with full offline build testing is available).
Note that any loadouts will get progression corrected when returning to the main menu or joining a server, so consider them only temporary while playing offline mode.
This only applies to loadout options, not Matrix progression.
