New node: Recycling Industry, recovers Raw Materials, Iron Ore, Copper Ore, and Steel from consumed goods; output scales with Civil Crafts and Factories, slightly reduces Pollution
New node: Synthetic Fuel, converts raw materials into refined oil using energy and Industry Technology, scales with tech level
Fixed max food staying capped by State Size even when Granary exists
Attempted fix for war declaration sometimes failing silently on land regions
