Major Bugs: • Overseer tree wasn't selectable after reopening the game. Logic was tied to an older system. Issue should be resolved! Minor Bugs: • When buildings were max tier, upgrade text would show varying values.

changedBalances: • Law enforcement was not impactful enough. So, they will now take double the amount of loot at each heat tier. Tier 1: 2% increased to 4% Tier 2: 4% increased to 8% Tier 3: 6% increased to 12% Tier 4: 8% increased to 16% Tier 5: 10% increased to 20%
