I checked - it's not the case for me, but I had previous Nvidia drivers and my settings had a known FPS. After updating to the latest ones, I also noticed a drop in FPS - it's not the game's fault; I didn't change anything that could affect rendering. If you're experiencing a significant performance drop, consider rolling back to the previous driver version.
