Full World Order: Global Power update

GOVERNMENT MATTERS NOW • Democracies vote, autocrats decree: policy laws (Government > Law Book) are now BILLS. In a democracy, parliament votes with real seat arithmetic — party support, loyalty, your coalition, and your approval all decide the outcome, and losing a floor vote burns political capital. Under one-party rule the apparatus rubber-stamps your decrees — at a legitimacy cost when they're controversial. War declarations already required congressional approval in democracies; now your whole legislative agenda does too.
ALLIES CALL ON YOU • When an ally is fighting an intense war, they now formally invoke your alliance with a CALL TO ARMS: honor it (a real war declaration — parliament permitting), send $12B in aid to keep faith, or refuse and let the world see what your treaties are worth. No more silently losing standing while your ally bleeds.
ALREADY IN THE GAME (in case you missed it) • Trade blocs are fully playable under DIPLOMACY > INTEGRATION: found your own bloc (Create tab), apply to join any existing one (Join tab — eligibility criteria shown up front), invite specific countries from your bloc dashboard, and answer AI invitations (Invitations tab). • Calling allies into YOUR wars is in the War Room under CALL ALLIES TO WAR.
