Cuts calm the streets. • Alliances formed by accepting an AI proposal can now be broken (including in existing saves), and BREAK ALLIANCE is available directly from the map right-click menu. • Countries whose trade or alliance offers you decline now take the hint for ~2 years instead of re-asking constantly. • Budget & Spending laws now STICK: cuts are banked as lasting budget discipline the monthly budget honors (visible in the fiscal report), and the Austerity Package genuinely cuts ~3% GDP of spending — not just debt. • Holding conquered territory now costs monthly upkeep through the operating-obligations ledger. • Stability hardening: a second end-of-tick guardrails pass, plus a clean 200-country long-run sweep.
