The best way to test would be to burn a bush, if the Steam Achievement doesn't call, save your game then load that file. it tries to call 1 Achievement every 3 secs after a file is loaded, so I think it would check if you have the bush burning Achievement around 9-12ish secs after the file is loaded. I've tested a few times and it works on my devices at least, I have been able to get all Achievements again.
