Titan Quest II changes

Heroes, with this Hotfix we adress some of the issues we noticed after launching the last major update and include some additional adjustments.
New Features and Adjustments
Added option to change how FSR Frame Generation handles UI. You can now change this to use the "Extract" mode for improved performance, at the cost of some potential visual artifacting.
Added basic initial support for running the game on secondary monitors. Move the game window to your desired monitor before switching to Windowed Fullscreen mode. (Please note that for now this only works with Windowed Fullscreen mode, the regular Fullscreen mode may still cause issues if the secondary monitor's DPI scale does not match that of the primary monitor.)
Added frame rate limit for menus and loading screens (60 FPS by default)
Moved "Hide Helmet" option into character specific setting category
Added a new "Desert Borderlands" teleporter in the southern part of the Wild Lands

Teleporting away with the speaking jar no longer breaks its quest

Fixed text language not always being applied correctly after changing it in the options menu
Fixed Audio/Text Language option value texts not updating after the text language was changed

Fixed vfx and ragdolls jittering sometimes
Fixed a bug that could cause fog of war data in savegames to become partially corrupted
Fixed memory leak related to flame volley orbit modifier
Fixed memory leak related to ability buffering
Fixed some connection issues in MP with larger savegames
Frame generation is no longer active in menus to eliminate possible visual artifacts.
Added thread limits based on available RAM for shader precompilation so the game doesn't run into startup crashes on high core/low RAM hardware setups
Fixed several hitches caused by UI updates, especially when summons would spawn/despawn
Reduced CPU cost of several VFX in the new chapter
Reduced hitches when equipping new items caused by animation updates
