A small patch to address bugs and balancing issues...
Errors
Fixed a bug that could cause crashes or failure to load files for very large cities
Fixed a bug that caused the family panel list to "jump" back-and-forth each day
Fixed a bug which caused attack point indicators to stay on after bribing
Fixed a bug where allied troops got the benefit of the "Enhanced training" policy
Corrected some spelling & grammatical errors
Balancing
Other cities are now less aggressive in general
Cities with military strength 1 will never attack
Extra authority gain from legitimacy now happens at 60/80 legit, instead of 70/90
Demands for expensive buildings now take available public funds into consideration
The happiness effect of "Extort" now lasts 3 years, instead of 2
Visuals
Fishing boat movement has been improved
Grape farm improvements (construction models and ground texture for lv 2)
