- Improved civilization constructionMining Industry is now selected through its own building category and is prioritized on planets containing resources needed to recover factories disabled by raw material shortages.
Added an intermediate loading screen setup for game start, continue, and load flows
Added Orbital Fleetworks technology and Military Shipyard buildings, introducing planet-based frigate capacity: capital worlds support 4 frigates by default, while each operational Military Shipyard level increases local frigate capacity by 1 up to level 6.
Added Local Force controls to the planet panel, showing stationed frigates versus local capacity, with Creator Inspire/Demand expansion actions and overload warning.
