OASIS: Tokyo changes
small hotfix to fix an issue i never recognized when i coded it 4 years ago lol
stamina usage is no longer tied to frame rate
reduced stamina buff in the new facility area to account for this (was originally balanced around usage at 144 fps)
for those curious: usage should be slightly increased if you were running the game at 60 fps, and much slower if you were running it at more than 120.
