Balance / Changes:
Added allowing to talk to faction leader if has enough reputation in current ruling faction of region
Changed ability "Mark" to no longer aggro target
Changing behavior at map borders
Capped negative faction reputation at -2000
Changed talent Neurotoxic Venom / Dagger Expertise draining energy of players: 0 -> 1 (minimum)
Fixes:
Fixed enemies sometimes stucking behind exit area (white fog) if not in combat
Fixed no longer stucking when moving against map border (white fog)
Fixed progressing status effect equipment masteries not working correctly if not party leader
Fixed not displaying rarity of second quest reward correctly
