0.19.6 - Early Access Hotfix

Fixed a bug with Fan of Knives where the Life Lost proc chance would start at 100% and then decrease to 0% when affected by the Additional Proc Chance stat. Reduced Fan of Knives Life Lost proc chance from 15% to 5%.
