Minor Map Tweaks

This update has some balance changes to maps, particularly the surf tutorial in Metropolis which was unreasonably difficult for several people.

addedUnfortunately, the updates I've made to Paradise, Metropolis, and Palace mean that any replays recorded on these maps in the previous version will not be viewable on the new version, since those changes may cause desyncs. Your best times are still saved and will be displayed when you go to select the map, but you won't be able to watch or race against them. I want to get these replay breaking changes out of the way as soon as possible before people really start speedrunning, so hopefully this isn't too much of an inconvenience to anyone this soon after launch.
