fixedCABINET FIX • Fixed a bug where appointing or upgrading any minister (e.g. Energy) silently landed in the Economy slot. Appointments now go to the portfolio you chose.
addedFOREIGN LOBBIES (expanded) • AI powers now run their own lobbies — including inside YOUR country, where a strong lobby will formally propose a measure you can Adopt or Reject. • Lobbies now have a membership (bigger = more influence) and a monthly budget cost. • Outlaw all foreign lobbies, or ban a specific country's lobby — banning sours relations, and a determined lobby may go clandestine (with higher exposure risk).
changedBALANCE • Max-priority road maintenance now clears the backlog decisively, instead of being cancelled out by a single incident.
addedPlus everything from the big 1.6.7 update: provinces & states, secession & new-state recognition, heads of state & regime change, a working UN, and institutional reform.

WAR ROOM • When filing a claim, the Region is now a dropdown of the target country's provinces (and the Basis is a dropdown too) — no more typing/memorizing. It follows whichever country you've selected.
