removedSliders no longer change when you scroll. Rolling the mouse wheel over a budget or policy slider used to nudge its value and pop up the review window by accident. Scrolling the page is now completely safe — only a deliberate drag moves a slider.
removedPanels keep your place after a command. When you build something, hire someone, or set a budget, the screen no longer jumps back to the top. It stays exactly where you were scrolled so you can keep working down the list. Most noticeable in the Infrastructure panel, but it applies to every panel in the game.

Also included from recent builds: a review-before-apply confirmation on every slider so you can see the impact before committing, seamless save/load that resumes exactly where you left off, and stable approval after loading a save.
