Patch 0.14.5 - Bug Squishing

fixedThankyou for all the feedback and bug reports so far. I'm glad to say a number of bugs have been fixed up already.
changed[Gameplay] - Happiness below 5 will now trigger HQ fines to manage the PR disaster, 0 triggers existential threats. - The overactive tollworkers will now count average queue times much more slowly, allowing better control. - Toll staff are now more lazy, they will remain in their booths on save/load. - Deer are more nimble, less strong. They will no longer push cars but will happily step over them. - Maintenance and Security will now patrol wider after completing a job - The fast-worker trait now gives a 20% learning bonus for tollworkers - To avoid doubling up, contracts with goals already met will not be offered to avoid instant-success.
fixed[Bug Fixes] - Car flow-rate is now saved and loaded - no more reverting back to 3 cars / minute :). - Crash on Ghost Portal spawn - Creation of Ghost Portals triggered errors due to positioning timing. - HR Managers Shift Management has been adjusted to better cater for shift changes on save/load. - A noisy bug for the management of the fadeout of the tollbooth canopy has been corrected. - Corrected Patrolling Security and Maintenance staff from being frozen on game load. - Prevented both security and maintenance staff from both being cancelled when only intended on cancelling one staff member. - Fix to avoid failure at 3:22 on load. - Changed security and maintenance workers to update based on live states rather than cached states to ensure accurate availability. - Additional protections against cars getting "stuck". - Protection in place against "lost" security and maintenance workers. - Fixed "stuck" security and maintenance workers on load. - Prevented tutorial popups for carrying into the main menu on success/fail - Corrected car/deer moon global achievement
fixed[UI] - Corrected the Maintenance and Security attendance checkbox from displaying over the top of the menu. - Added gameplay options to enable/disable pause for Tollbooth Events, Management Screens and Stats Window. - Changed top right" Next HQ Payment" message to "HQ Due 7am:". - Added protection against a crash from the win/loss screen to the main menu. - Reduced the hitbox for tollgate popup area's and click areas. - Right click now cancelled "R" area repair mode - tutorial bubbles now resize with the UI Scale
