General: Minimum section number required for rare arsenals to spawn has been increased from 5 to 6. Minimum section number required for legendary arsenals to spawn has been increased from 10 to 11.

However, I believe that the story is the main factor of this game, thus first adventure "gatekeeping" players from the key aspect of the game is not good for the game. Therefore, I am now experimenting if granting players to the access to story on their first run would be too much for them or not.
