FPS and Menu Hotfix

This patch enables 60 FPS cap by default (still uncappable in settings) and implements a new method for FPS capping that should work on all machines.

changedThis patch also readdresses the stuck menu glitch by both changing how button actions are registered in the submenus (settings, controls, credits) and by implementing a failsafe option that hovering over a button for 1 second will execute the button's action.
