January 13 update: new ground targets, new instruments, control fixes

Fixed Oculus and WMR controller configurations. - Upgraded to Unity 2018.3.1 and SteamVR v2.2b4. - Disabled grip lock on throttle. - Air thins out at higher altitudes. - Added fuel depot ground targets.
