added3 Gun: Paper torsos and octagons can now be neutralized with a single A zone shot or with 2 shots in other zones. - Failure to Neutralize Target penalty added and will cover cases where a target is shot, but not neutralized. Shooter will receive a 2.5 second penalty instead of a 5 second Failure to Engage penalty.
