The new bows were a bit too strong. This slight nerf should make the RainBow build in line with the rest of the items.

🔸 Launcher: 2.3s CD --> 2.4s CD | 1/2/3 stars now increase the number of bows triggered, rather than increasing the amount of triggers on a single other bow.

🔸 Dragon's Edge: 1.7s CD --> 1.8s CD.
