Nova Patria changes
Fixed a bug where buildings sometimes would not fully demolish.
Fixed the Great Railway goal not tracking or triggering correctly.
Fixed trains not being dispatched for very long but otherwise valid trades.
Updated trade simulation so if the only valid trade is with a storage building that is already sending a trader of the same type, reciprocal trade is now allowed.
Improved building window cycling so opening connection windows from warehouses or merchant docks no longer auto-closes the window that triggered them.
Flipped import and export icons horizontally so they better match the direction of similar UI arrows.
Fixed city labels sorting above UI elements when zoomed out and city label optimization is active.
