Cities names and other small changes

addedadded cities markers and names on the map. They can be disabled or resized using settlement button in the map menu - every province can now be named. Names of rural provinces and uninhabited provinces will not appear on the map - added option for armies, formerly marked as "coming soon" - since now players can regulate maximum numerical superiority used against enemy - this can limit unnecessary losses, as you can now decide, whether you want your army to use its full numerical potential (rush not caring about the losses) or adjust to the enemy and rely on qualitative superiority - fixed a range of bugs, including some in tutorial and editor
