You can turn it on or off in the match menu, and it is enabled by default for all championship matches.

addedTeam AttributesTeam attack and defense can now exceed 100 for especially strong sides. In the Legend Cup, for example, Hungary 1954 and Brazil 1970 start with 110+ attack, and if a team’s Elo does not match its high attributes, those attributes will gradually fall below 100 over time.
