fixedMilitia and Cavalry units can't be upgrade, but newly created Militia and Cavalry units were receiving the infantry tech upgrades. This has been fixed.
A hot fix for a bug affecting small arms rating on upgrades.
Bug Fixes:
Upgrading infantry, paratroop, and mechanized infantry tech levels were not receiving the full small arms rating upgrade to due to a rounding error during the upgrade calculation.
Militia and Cavalry units can't be upgrade, but newly created Militia and Cavalry units were receiving the infantry tech upgrades. This has been fixed.
