Fixed several achievements that could fail to unlock after loading an existing save.

All Achievements now remember progress between play sessions.

Dog Lover and Park Manager should now unlock correctly for players who already earned them.

Tree Hugger and Flower Power can now unlock from decorations already placed in the park.

Progress-based achievements, like cleaning poop, watering dogs, playing fetch, and playtime, now continue properly after saving and reloading.

Improved Steam achievement handling so unlocks are more reliable when Steam is still loading.

Made poop sickness feel fairer: dogs now only get sick from nearby poop, not poop anywhere in the park.

One poop is now more of a warning, while multiple nearby poops still need attention.
