Special Message from the Emperor

My fellow Citizens,

It is with deep regret that I must announce a state of war with the rebellious factions of the government and military. Our top diplomats have been fiercely attempting to negotiate a peaceful settlement to the crisis, however the rebel traitors and terrorists refuse to back down from their extremist demands of "freedom", "democracy" and "civil rights".

Despite my personal intervention with a gracious offer to grant a general amnesty, should they agree to surrender their weapons and peacefully disarm within two weeks, they have rejected all reason and have insisted on imposing their demands by force of arms.

In the interests of defending our glorious Empire, it is therefore necessary to commence hostilities with these treasonous rebels. We expect this operation to last no more than a few days.

This is my personal command to all Citizens of the Empire:
