Over the past week, Battle for the Hill has received another major expansion focused on government simulation, diplomacy, elections, campaign finance, and performance.

This update introduces entirely new gameplay systems while continuing to improve performance and quality of life across the game.

🏛 Government & Constitutional Changes

Puerto Rico Independence

Puerto Rico can now pursue independence through a multi-stage constitutional process.

• Territorial referendum

• U.S. House approval

• Transition into an independent nation

This serves as the foundation for future independence movements.

Parliament Dissolution & Snap Elections

Westminster nations now function much closer to their real-world counterparts.

Prime Ministers can now request dissolution of Parliament.

Depending on the country:

• Monarchs may approve or deny the request

• Some nations allow unilateral dissoluSteam post imagetion

• Successful dissolutions immediately trigger snap elections with new primaries

A cooldown has also been added to prevent repeated dissolutions.

Expanded Cabinet System

• Cabinet salaries and Political Capital now exist for every country.

• Cabinet and Court special positions now stack salary and PC income.

• Self-appointments are now supported where appropriate.

• Westminster governments may directly appoint cabinets without parliamentary confirmation.

• Cabinet leadership positions expanded across non-U.S. countries.

Term Limits

Countries can now customize:

• Governor term limits

• Presidential term limits (foreign nations)

through constitutional amendment processes.

🌎 Diplomacy Expansion

International politics has expanded significantly.

Bilateral Treaties

Countries can now negotiate:

• Free Trade Agreements

• Mutual Defense Treaties

• Military Support Agreements

• Financial Aid Agreements

Treaties require:

1. Proposal

2. Acceptance by the partner country

3. Ratification by both legislatures

International Organizations

Organizations now feature:

• Automatic cleanup for inactive organizations

• Resolution proposals

• The ability to grant permanent veto powers to qualifying member states

Several election systems have been expanded.

Coalition Governments

National party leaders can now negotiate and propose governing coalitions within legislatures.

State Election Night

Vote totals now remain hidden until elections officially conclude, creating a much more authentic election-night experience.

Turnout System

Voter turnout is now tied directly to party organization strength.

Campaign rallies temporarily boost turnout before gradually returning to baseline through diminishing returns.

State Legislatures

State legislatures have now been opened for every U.S. state rather than only the initial rollout states.

💰 Campaign Finance

Campaign finance laws now have much greater impact.

Donation Limits

Corporate donation caps now fully respect every country's campaign finance laws.

This applies equally to:

• Foreign corporations

Foreign Attack Ads

Countries may now regulate foreign-funded political advertising.

When permitted:

• Foreign attack advertisements use LC instead of CF.

• Campaign finance laws directly affect their usage.

Country Economic Rebalancing

Updated sector data using historical 2016 figures.

Rebalanced:

Bulk Growth Tools

Administrators now have bulk sector growth tools with cost estimates.

⚖ Judiciary

The judicial system continues to expand.

New additions include:

• Supreme Court debate support

• Presidential assent and veto systems expanded to all presidential governments

Countries now expand much more naturally.

New provinces automatically unlock as player populations increase.

One of the biggest technical improvements this update:

Page load times have been reduced by approximately 98%, averaging around 600 ms.

This dramatically improves responsiveness across nearly every page in Battle for the Hill.
