Reduces time for initialization by removing redundant file reads and shader compiles.
Reduces time used for swap chain recreation (resizing window, tabbing in/out of window, etc.).
Updates versus loading screen with new layout and assets.
Adds "cross up" attack attribute.
a. Only attacks with this attribute will be able to cross up the opponent.
Adds custom meter colors to B.P.V. and Niven during install supers.
