Balance Adjustments

Enhanced Seals: Cleaving Axe, Firearm, Sacred Flame Mastery, Concert, Frost Flower.
Enhanced Bullets: Snow Brick, Fire God Stone, Sacred Mace, Harp, Monk Gloves, Alchemical Gas Tank, Meteorite, Turtle Shell, Thunder Katana, Magic Capacitor, Dwarf Helmet.
