You can check your refresh rate settings by performing the steps below. Select "Display Settings" - "Display" - "Display adapter properties" to display the properties window for the monitor you are using. From the "Monitor" tab, select "Monitor Settings", and then check whether the value for "Screen refresh rate" is greater or equal than the value set for "V-Sync" within the game.
