VTOL VR changes
This update brings clouds, dynamic time of day, buddy lasing, radio and ILS frequencies, Up Front Controllers, some new AI units, white phosphor NVGs, native Open XR runtime compatibility, and various bugfixes.

Added "homeplate" and "vector to base" voice recognition lines to request RTB directions from AWACS
Removed an unnecessary second raycast when checking for radar occlusion
Fixed: Anti-ship missiles wouldn't dive to target when it is very close to the coast
Fixed: Anti-ship radar had issues detecting ships with compound colliders (such as Allied Carrier)
Fixed: Radar detection could be occluded by sub-units attached to the target
Fixed: AV-42 and F-45 didn't vertically land in intro scene
Fixed some interior audio glitches in AV-42, F/A-26, F-45
Fixed: S-Cam TGT mode could find a nearby hostile through terrain
Fixed: S-Cam looks away from impact in Chase MSSL mode when laser guided missile is seeking a laser code

Added laser codes for laser guided weapons (buddy lasing)
Added ability to fire AGM-114, AGM-145, GBU-12, GBU-53 in LOAL mode when a seeker code is defined
Fixed HSI To/From indicator behavior
Added icon to TGP page and HUD when a Seeker code buddy laser is detected in TGP field of view
Added options for MANUAL, LOW, HIGH loft options for LOAL AGMs
Decreased steering delay on AGM-145 to help it loft sooner off the rail
