Performance and Localization

While I was planning out my next game, I figured I could localize this one so more people can play it. I wanted to do performance fixes as well since a lot of people had issues with that.

changedI wanted to do performance fixes as well since a lot of people had issues with that. To get noticeable improvements, I had to cut both dynamic weather and lighting. The game looks a bit different for it, but runs a lot better now.
