changedCompasses are a rare sight in the Sunlight Alliance, as there is little need for them. Under The Stasis, people are either expected to stay put, or the symbolic journey they must take is already so well known to them such tools are not needed. Surviving examples are traded on the black market by members of the Heretics, and possession of one is considered suspicious by the Inquisitors.
