Patch 11 - UI & Balance

Balance Slightly reduced the time to build Frigates, Destroyers, and Carriers. Lowered the machine cost of most projects. Fixed an error with wealth costs of the Megalopolis project.

fixedBalance Slightly reduced the time to build Frigates, Destroyers, and Carriers. Lowered the machine cost of most projects. Fixed an error with wealth costs of the Megalopolis project.
fixedGameplay Added a battle balance prediction display to the cursor when that shows what the balance of the battle will be when the selected fleets start or join a battle with the target under cursor. Stars can now be renamed. On renaming a star, any planet with the same name (not changed by the player) will be changed as well. Fixed an issue where Scouts on auto-explore would not continue to cycle through planets when all planets have been scanned.
fixedUI Added a UI sound effect for when interactable elements are under cursor. Improved victory progress UI and added players’ victory progress to tooltips when cursoring over them in the score list in the top right of the screen. Made some buttons and text bigger. Added tooltips for the faction ribbon buttons at the top of the screen. Added expand/collapse all buttons to some lists. Added more info about ships in a fleet to the tooltip on the Fleet icon. Improved the layout of some tooltip text to be neater and clearer. Improved the layout of icons when fanned out around an icon group, reducing occasional overlaps. Improved the presentation of the balance pie charts below the planet icons. Fixed an instance where the cursor could be in the wrong visual state. Fixed some issues with Fleet and Fleet Battle icons occasionally not being rendered when they should be.
removedCamera The camera no longer zooms in on fleets when going to them if they were already the focus (double clicking them a second time will zoom in). Improved how camera scrolling (tracking/trucking) works when switching between normal and wide cameras.
fixedProjects Changed the way project progress is shown to be more consistent around the various places it’s visible in the UI. Fixed an issue where Colony Ships could be built from the queue when not enough population is present. Added a notification explaining why it can’t be built.
fixedSettings Added settings for slowing time for some events (civil project completed, shipyard project completed, barracks project completed, fleet arrived, attacked by enemy, enemy left battle). Music now plays at full volume in audio settings screen to make it easier to balance. VO and UI sound effects are played when cursoring over their volume settings to make it easier to balance. Added a graphics setting for the intensity of window backgrounds. Fixed an issue where music would sometimes play at the incorrect volume when launching.
