We have been tracking down a bug this last week and it looks like we've gotten it hammered out. This seemed to occur by from using skills right before the end of a turn like cognition, pressure, hack, and so on. This was a weird one that (like most newer bugs) cropped up from fixing a previous bug :-P We have checked and re-checked. It looks like we're good. Look for the Steam client to update Steamalot within a few hours of this post. ~Cheers!
