Made processing of elections much faster as it was getting quite slow. Used Batch processing instead of individual updates for each election. Including data architecture changes to speed up processing.

Bug Fixes:

Saved campaigns that were loaded were not scheduling future elections or processing election results.

Bills were not being properly saved and loaded either so this has been fixed.

Budget calculations of students were failing from a loaded campaign as well.

Campaign Tab now has scrollbar so you can see all options on the screen.

Default save game wasn't being able to be saved.

Fixed Polling Tab from crashing.

Fixed budget proposals not working and added income tax for President and Governor.

Made the cabinet appointment for President screen full screen again.

Fixed budgets in budget proposal showing incorrect data for each level. Always showing the city level instead of state or national.

Fixed election results for plurality MMD elections from saying everyone got no votes.

Bugs I'm Working On:

Obscure bug where custom parties crash when loading. I have not figured it out yet.

Updating correct starting terms for each office.

Submitted Budget Proposals do not go through a voting stage yet. So that is still something I am working on.

When player is mayor they do not lose their election and no city legislation is proposed.
