Chatskiy's address to Rise

Rise! By now you've all heard about our foreign guests — Typhoon. They're well-armed, well-trained, and frankly nothing like the SSPP we're used to dealing with.

I'll say it again — don't engage them. Right now, staying neutral is what's best for us. That doesn't mean we'll just roll over if they come at us, but I need you all to exercise caution. We're not friends. But for now, we're not enemies either.

I get it, not knowing what to expect is unsettling. I get that Typhoon represents everything we've been fighting against. But we're not Frontier. Rise studies the situation first, then strikes with precision. And we will strike, if it comes down to it.
