Maximum hero level is now 20 (no unlocks for levels above 10).
Arsenal: It seems to me that the base game content is somewhat oversaturated, and by hiding everything behind unlocks, there's a risk that some of this content might be unlocked too late or even never at all. Based on this reasoning, I've decided to make part of the content optionally available - you earn Arsenal Points for levels and use them to choose which optional content (currently only Ideas) will be available in your run.
In the future, I may expand the Arsenal's functionality.
