Perks balancing

Since i want a stronger feeling of importance of perk selection so you can actually make a categorized build, i improved some of the perks.

addedShield Overload now adds +100 damage to shield damage instead of 50 (default is 75 for Ben, 100 for Rick, 125 for Thoraxx)
addedShield Battery now adds +2 seconds to shield duration instead of +1 second (default is 0.75 seconds for Ben, 1 second for Rick, 1,25 seconds for Thoraxx)
addedSpeed Freak now adds +0.2 speed to ship (default speeds are 1.1 for Ben, 1.0 for Rick, 0.9 for Thoraxx)

Also, horizontal speed of ranks is lowered from a maximum of 1.5 to 1 so the player can catch up, sometimes they just move to fast and it feels unfair.
