2x2 Combat Rooms base Defense reduced from 20 to 15
Increased max Supply Capacity of Starbases from 100k to 500k
Moving a Starbase on the Galaxy Map now requires Commander Rank or higher
Added time limit to join a Fleet Wars Engagement before locking
Invasion Engagements join time limit set to 18 hours
Raid Engagements join time limit set to 4 hours
Infrastructure Rewards now require being a Fleet Member for at least 1 day
