Balance update is live.

Changes:

• Transport Shuttles now have reduced cargo capacity on peaceful missions.

• During attacks and raids, they still use their full loot extraction capacity.

• Shuttle cargo research still applies.

• Cruisers have been slightly toned down.

• Railgun Defense is now a stronger counter to Cruisers.

• Combined Operations now requires Research Lab level 7 instead of 8.

Developer note:

Transport Shuttles were never intended to replace Freighters. They are attack-support ships, designed to extract loot during attacks and raids. In lore terms, a shuttle does not carry the navigation and logistics equipment needed for efficient peaceful long-range hauling.
