PR scene feedback update

A player very kindly sent feedback about the PR scene: “funny but i'm confuse something about PR”. I am not completely sure I interpreted it correctly, but I have added a tooltip to the Release Album button to explain when no recorded album is ready for release yet.

If you encounter any problems, the Guided Tour can help introduce the main game concepts, and Pleccy can answer many common questions if you get stuck. Press F1, or open Pleccy from the top bar or ESC menu.
