addedNew fiscal policy: Universal Basic Income. When enabled, pays every adult an unconditional monthly income, with no job or age test.

Now census shows the exit poll with data from 1 year (instead of just 30 days)
We now count the pension rate as income when evaluating if a citizen can sign a lease contract
